A final cost
projection by firm Fiscal Advisors & Marketing Inc. shows
that the total yearly cost to RCS taxpayers of
Proposition 1 - the EXCEL proposition - going before voters
on Oct. 9 would fluctuate between $1,577 to $6,409 after a
first year payment of $38,290.
Those figures
represent the cost of the proposition to the entire RCS
district. The cost per $1,000 assessed property value would
be less than a penny for 14 of the years and an average of 4
cents per $1,000 for the first year.
The money
would be used to pay the interest costs of the
$2.35 million
proposition. The work called for in the proposition would be
funded through a one-time state aid program called EXCEL
(Expanding Children’s Education and Learning),
which would be combined with standard state aid.

While work on
the project would begin prior to 2011, that is when the
district would begin making payments on the work as a result
of the state aid formula.
