An unusual opportunity has presented
itself to the RCS school district this fall – an
opportunity to make necessary improvements to the
district’s buildings that will increase health,
safety and energy efficiency at little cost to
taxpayers.
Through the state Legislature’s
EXCEL program, RCS is eligible to receive $2.35
million in state EXCEL and building aid to improve
the district’s four schools. The only local cost
will come in the form of interest costs necessary to
borrow funds until the state money is paid to the
district. This cost will amount to 4 cents per
$1,000 assessed property value the first year and
less than ONE CENT the remaining 14 years.
At the same time, the district
should realize a long-term savings from the project
through the increased energy efficiency. Just one
facet of the project - the piping of natural gas to
the middle school - is projected to save taxpayers
$28,600 in energy costs EACH YEAR.
RCS voters will consider this proposition and two
others in the High School gymnasium on Tuesday,
October 9, from 7 a.m. to 9 p.m

opportunity, RCS is able to secure $28 in state aid
for every $1 of local money - if voters approve the
Oct. 9 proposition.

This is a one-time opportunity to
secure additional state funds to cover necessary
repairs - such as a leaky roof at the high school, a
leaky, asbestos-lined water tank at A.W. Becker
Elementary School, an equally outdated and asbestos
lined tank at Pieter B. Coeymans Elementary School
and costly, inefficient electrical heating at the
Middle School.

Projected energy savings for the
project would cover any local costs. Just piping
natural gas to the middle school is projected to
save RCS $28,600 a year, according to energy
experts.
It’s a fact:
The EXCEL money RCS would secure
with voter approval on Oct. 9 would go to other
districts if RCS voters do not take advantage of
this opportunity.
