The McKinney-Vento Homeless Assistance Act
Subtitle VII-B of The McKinney-Vento Homeless Assistance Act authorizes the federal Education for Homeless Children and Youth (EHCY) Program and is the primary piece of federal legislation related to the education of children and youth experiencing homelessness. It was reauthorized in December 2015 by Title IX, Part A, of the Every Student Succeeds Act (ESSA). Our liaison for the RCS school district is Carol Eckl, Registrar, who can be reached at (518) 756-5200, ext. 6014 for more information.
Children and youth in temporary housing have the right to:
• stay in the same school, including pre-k, and get free transportation even if it is across district lines;
• immediately enroll in school without records (school records, medical records, vaccination records, proof of residency);
• get special education services immediately if the student has a current Individualized Education Program (IEP);
• participate fully in any school activities, including before- or after-school activities;
• get support services and help with things like school supplies through Title I;
• get free school meals without filling out an application;
• get help enrolling in pre-k, Head Start, other preschool programs, and Early Intervention; and
• get help preparing and applying for college.

Summer Program: RCS Discovery Camp
RCS is excited about our new summer program, the RCS Discovery Camp, for students entering grades 1-8. The program is designed to support ongoing learning for students who may have needed additional support following the 21-22 academic year. Students were identified by their teachers to participate in this summer program and will receive explicit interventions in English Language Arts and mathematics. They will also apply those skills through enriching and engaging activities through project-based learning (PBL). Courses have been designed by teachers to include literacy and numeracy skills while also supporting high interest themes and activities.
The RCS Discovery Camp is funded primarily through the American Rescue Plan funds. A portion of the American Rescue Plan (ARP) funds are required to be designated to support Summer Enrichment opportunities and programming that addresses Learning Loss due to COVID. We anticipate that the RCS Discovery Camp will address both enrichment and intervention and look forward to growing the program in future years. If you have any questions, please reach out to your student’s principal.
