Dear RCS Families,
Our Board of Education is currently considering proposed updates to the Code of Conduct that would establish clear procedures for student searches using handheld metal detecting wands and drug detection kits. I want to share what is being proposed and why before the Board takes any action.
Why Are These Changes Being Considered?
Vaping remains one of the most common Code of Conduct violations in schools across New York State, including ours. Right now, when a building administrator suspects a student is in possession of a vaping device or prohibited substance, they are often navigating those situations without a clear, documented procedural framework that protects both the student and the staff member involved. These proposed updates provide that framework. They establish what administrators are authorized to do, under what circumstances, and exactly how those actions should be documented and communicated.
What Is Being Proposed?
Metal detecting wands would be authorized for two uses: individual searches when a building administrator has reasonable suspicion, and general screenings authorized by the Superintendent or building principal for a school event or in response to a specific safety concern.
Drug detection kits would be authorized to test substances confiscated from students or their belongings, including liquids from vaping devices and cartridges, when there is reasonable suspicion that those substances contain THC, marijuana, or other controlled substances. These kits test substances only, not students.
What Happens Next?
